Purpose and Reason:

1. RI DCYF is responsible for the delivery of appropriate mental health services to children with serious emotional disturbance and/or functional developmental disabilities as defined in RIGL 42-72-5 and to provide aftercare services and supports to youth between the ages of 18 through 21 who were formerly in foster care. This rule provides a process for eligible youth to access after care services. 2. Final Rule clarifies that, in accordance with RIGL 42-72-5, youth 18-21 with serious emotional disturbance and/or functional developmental disabilities are considered children for purposes of this rule and reference to youth voluntarily withdrawing and re-engaging in services was removed. Also clarifies DCYF staff role in aftercare services referral process and procedures for establishing waiting lists and service re-engagement processes for youth, who will be closed to DCYF at age 18 and referred to aftercare services.
